Job Description:
Coppin State University, a fully accredited institution and a member of the University System of Maryland, is accepting applications for two Parking Control Aides for the Division of Administration and Finance. Founded in 1900, Coppin is an urban, residential, historically black university offering 32 undergraduate majors, 14 graduate majors, and 15 certificate programs and 1 doctoral program; nearly 3,000 students are enrolled in day, evening, on-line, and weekend undergraduate and graduate courses.
The Parking Control Aide enforces parking ordinances in surface and garage lots on the institution's premises.
Responsibilities:
- Enforces parking regulations by patrolling campus parking areas, roads, and loading docks with a motorized vehicle or on foots, and issues citations or warnings to vehicles not conforming to established campus parking regulations.
- Issues citations and/or arranges for towing of vehicles for a variety of violations including blocked sidewalks, driveways, loading zones, fire lanes ad fire hydrants, double parking, and obstructing traffic.
- Checks vehicle license plate numbers against outstanding parking citation lists.
- Utilizes mobile data terminals, hand-held computers, and personal computers in issuing citations, retrieving information, and downloading/uploading data.
- Completes paperwork, records, and reports regarding citations issued, patrols activities.
- Notifies proper authorities of serious parking violations, such as misuse of disabled permit or vandalism crime, and suspicious persons in an expedient fashion, and reports abandoned vehicles for removal.
- Tags bicycles and scooters located in violation areas and communicates with appropriate companies for removal when necessary.
- Maintains radio contact with the base office in order to respond to parking violations complaints and report issues with traditional parking meters and mitigate issues.
- Responds to and investigates complaints regarding parking violations and related citations. Testifies in court regarding parking violation cases.
- Provides assistance to citizens and answers questions regarding parking ordinances and laws.
- Assists in the training of new Parking Control Aides.
- Perform a variety of clerical duties required to document and process enforcement actions.
- Other duties as assigned in furthering the mission of the department or institution.
Minimum Qualifications:EDUCATION- High School Diploma or GED.
EXPERIENCE - One year of applicable experience.
KNOWLEDGE, SKILLS, AND ABILITIES- Ability to learn and interpret campus parking regulations and established procedures.
- Ability to pass exam related to established regulations and procedures.
- Ability to learn the physical layout of the institution.
- Ability to read, write, and follow oral and written instructions.
- Ability to interact effectively with the general public.
- Ability to perform assigned duties under adverse weather conditions.
- Ability to perform extensive standing and walking.
- Ability to communicate effectively.
- Ability to operate two-way radios, telephones, mobile data terminals, hand-computers, and personal computers.
OTHER: Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-to-year basis with 30 college credits being equivalent to one year of experience.
Conditions of Employment:A non-commercial Class C or equivalent driver's license valid in the State of Maryland may be required. Candidates selected for employment may be subject to medical inquiries and/or medical examination to determine ability to perform the job.
